网络应用框架 Netty 3.1.3 GA 发布

Netty 提供异步的、事件驱动的网络应用程序框架和工具，用以快速开发高性能、高可靠性的网络服务器和客户端程序。

该版本主要是将开源许可证改为 Apache License 2.0 ，另外在 Cookie 的实现上增加了一个 HTTPOnly 属性。
