apache 提示the request URL/1.html was not found on this server

我是在虚拟机上，linux下配置apache ,安装成功后，启动，浏览器中输入127.0.0.1能显示it works.但是，我在apache 的 htdocs中新建一个1.html文件，在浏览器中输入127.0.0.1/1.html，浏览器提示404错误，not found ,内容如标题所示，这个问题怎么解决呢？我删除了htdocs中的测试index.html，浏览器照样能显示it works,这又是为什么呢？在线等待。
