求助：FC3.0中PRO─FTP是设置

我的配置文件如下：

问题1： 我在/home/ftp 目录下建了两个目录incoming和upload
在匿名用户只能在/home/ftp/下上传文件
而不能在upload里上传 我想把匿名用户上传的文件指定在upload目录下该怎么修改？



问题2： 我用的是FC3.0 用firefox打开FTP 或者在本地浏览时中文不能正常显示
但是在SHELL里登陆FTP 或者用GFTP登陆时中文可以正常显示
