doctype 和 html标签

doctype 标签的主体是 doctype 还是 html
如果是 doctype 的话，那么这和 html 不是同一标签，还需要一个 html
如果是 html 的话，那么还需要再一个 html 吗？
google 的结果页面只有一个doctype

doctype 只是一个声明，html标签是不能缺的。
