How to make thsi background effect?

How to make this background effect? is it feather and over lay ? any idea please ?

1. draw a linear background;
2. draw a new white rectangle;
3. apply Noise filter(amount=400) on this white rectangle;
4. apply Zoom Blur(amount=50, quality=100) on this white rectangle;
5. change layer Blend Mode as Overlay;
6. you got the similar effect, it depends on step2, add some dark area on those Noise will make the final effect looked more close to your original pic.
