about time formatting to display AM /PM

Hi, I have done in XP/WIN 7 using this screen to add the time formatting to show am/pm.

But if I use this setting in win8,when I click 'apply', it will show me 'format cannot add' something like that...

anyone know how to change it at win8? I added 'tt' in the short date format, but still cannot.

the screen which is load from website.

no one know how to setup am/pm in Win8?

I tried,but not ok..

tt or TT, but it work in XP/win 7 for tt.

my setting for windows 7
