help!!!! US National land security??

my problem is similiar with mr. iloveu. when open my computer notebook, it show US nationland security warning and ask me to pay US$300 dollars. it also show my ip and internet provider name. is it virus? what can i do? please help. pls answer me in chinese . i can not type chinese now but can read. i have many useful data in hard disk which have nit backuped. HELP !!

sorry. should be similar with ilovemr. anyway, i cannot use my computer now because it hold on the warning page . can not do anything on my computer. is it virus?
